The following list is not intended to be exhaustive, and is subject to further consideration taking account of all local circumstances, both physical, and political. Any proposal will need to meet DfT criteria as set out in Webtag and demonstrate a positive cost-benefit return. Political circumstances are prone to considerable variation as each local government election cycle comes round.
- Plymouth – Gunnislake branch
- Exeter – Exmouth branch
- Bristol – Portishead, Severn Beach, Henbury lines, and others
- Cardiff – Valley Lines, and Bay line
- Oxford – Bicester Line
- Bournemouth – utilising former West station branch
- South Hants. – Gosport Line, Fareham – Netley – St. Denys
- Teesside – Whitby, Redcar, Hartlepool, Darlington, Bishop Auckland etc.
- South Humberside – Immingham, Grimsby, Cleethorpes, Barton-on-Humber
- North Humberside – Scarborough line, and Docks branch
- Norwich – Great Yarmouth, Lowestoft, and Bittern Line (Cromer and Sheringham)
- Bradford – from Interchange, eg. to Huddersfield (possibly also Interchange to Forster Square link)
- Blackpool – from South station to Kirkham or Preston; from Fleetwood to Poulton-le-Fylde or Preston
- Warrington – Bank Quay – Central link
- Wigan - Kirkby; Wigan to Manchester via Atherton
- Manchester – Marple/Rose Hill
- Stockport – Northwich or Chester
- Leeds – Harrogate services
- Harrogate - York
- West Midlands e.g. Stourbridge-Walsall
